Digital dependencies and cyber crises: preparing crisis management and business continuity
Digital sovereignty is widely discussed.
European cloud services, data location, dependence on major platforms and geopolitical issues…
These topics matter, but they often raise a more fundamental question:
What does your organisation actually depend on to operate tomorrow morning?
For most businesses and local authorities, the answer is rarely simple.
Email, collaboration tools, ERP, CRM, telephony, cloud providers, telecom operators, IT service providers, business applications and external partners…
Digital dependencies are everywhere.
They often remain invisible while everything works normally.
When dependency becomes an operational risk
Can we keep welcoming customers?
Can we keep producing?
Can we keep delivering?
Can we keep providing public services?
Can we keep caring for patients?
Resilience is measured by the ability to answer these questions.
Focus on practical action
This is the purpose of ADN Ouest’s event on digital dependencies.
Alongside Hélène Descamps (Suppleo), Olivier Creplet (Néosoft), Vincent Vernet (Vive Design), Patrice Remeur (Atos) and Guillaume Vallini (Ironie), we will invite participants to work on practical situations.
The aim is not to frighten people.
It is to help each participant identify:
- Their critical dependencies;
- The data essential to their operations;
- The providers on which they depend;
- The potential impact of disruption;
- Possible fallback processes;
- Actions to strengthen resilience.
The key challenge: crisis management and business continuity
At Shadline, we believe resilience does not require eliminating every dependency.
It requires understanding and prioritising dependencies, and preparing suitable fallback arrangements.
In practical terms:
Preparing operational crisis management and business continuity capabilities.
During a crisis, the question goes beyond whether a dependency exists.
It is whether the organisation can keep operating despite its disruption.
Thank you to Sophie Danet and all the organisers for an initiative that addresses digital sovereignty from a practical and actionable perspective.

ENISA’s 2026 Threat Landscape highlights the role of digital dependencies in exposure to threats. For continuity preparation, this supports testing an application or provider outage as well as an internal compromise scenario.
